Westbury March 2022 Recap

Next tentatively scheduled regular Board meeting April 28, 2022

Treasurers budget report for the month of February was provided and is available to Coop members upon request.

The Village project is gaining momentum with gathering cost analysis and comparison as well as developing a draft charter. The Village project team has requested to be placed on the Colchester Selectboard agenda in April. The request has not been confirmed at this time.

The construction loan will be will be finalized in April.

Our Project Manager will be attending the next Board meeting to present an update on the Electical upgrade project to begin shortly.

PMA obtained 3 bids for landscaping for this season and the Board selected Old Tyme Lawn Care LLC.

Drive-Thru inspections are conducted throughout the month by PMA & the Enforcement committee. PMA has sent notices to those that are not in compliance with our Community Rules. Resolutions have been recorded.

The Maintenance committee continues to do grounds clean up with removing brush and fallen tree limbs as well as preparing for Green up day in May. All Westbury residents are welcome to use the designated location to bring their brush down to the work shed/garage area.

The Volunteer/Social Committee will be planning Spring/Summer events. Tuberville Farm Table continues to provide food donations, grocery delivery and has begun a pilot program offering delivery for Westbury CCFS recipients that have difficulty with transportation. One slot remains available for anyone who could use the service. Please contact Kathy G at [email protected] for more information. A notice has been posted in the mailroom to contact a committee member if you have donations rather than leaving them in the mailroom or on the office porch. Donations are greatly appreciated however we would need more volunteers to monitor what is left there to keep it tidy and remove the items when they are not taken. Congratulations to 155 Wedgewoood the winner of the Snow Creation contest.

There are currently no homes for sale in Westbury.

Please submit home/lot improvement requests to PMA for all outdoor projects that you intend to perform. The Home/Lot improvement committee will be notified and come to inspect your request. They will inform you whether a permit is required and if the location of your project has any impact on the infrastructure. The Town will not approve any permits without a authorized signature from the Board or PMA.

Rules and violations:

To clear up some of the misinformation I am going to do my best to unravel it here.

  1. Betty’s rules stated (1) domesticated cat permitted and must be indoors at all times. The Coop rules state cats must be kept inside the home. The rules do not mention whether a leashed cat is prohibited.

2. Cats do not require a registration however Colchester town ordinance requires that they have rabies vaccination. Dogs are prohibited in our park. An ESA (emotional support animal) letter from a qualified healthcare professional is required and kept on file. The community rules apply to these ESA’s.

3. The Board does not make the rules. The rules were adopted from Betty’s rules, revised slightly e.g. larger sheds, utv’s permitted for a homeowners lot work or plowing, indoor cats rather than 1 cat, etc. approved by the Board, reviewed by the ROC attorney and the Coop attorney and then voted by the membership.

4. There is a process for changing a rule and any coop member can request a rule to be changed by bringing the request to the Rules/Bylaws committee chair person or the Board if there is not an active committee at that time. It will be reviewed and discussed. If it appears to be legal and reasonable and in the best interest of the Coop it will then be presented to the Board. If approved by the Board it will then be sent to ROC for approval and presented to the membership for a vote. No Rule or Bylaw can be changed without membership approval by a majority vote.

5. The Bylaws govern the process and the Board adheres to the Bylaws. The Rules manage the coop to provide safety, liability, manage the budget as well as provide pleasant surroundings and a peaceful existence for the community.

6. The Coop Community Rules were voted for by a vast majority of the membership. Rules are enforced based on regular inspection, as well as formal complaints submitted by residents.

7. Notices (3) are sent in advance to provide a resident a reminder that they are in violation of a community rule. If those notices are ignored within a certain time frame and the violation is not resolved, a legal notice is then sent to the resident and the resident is responsible for any legal fees.

When any Coop business is in question or there it is unclear about the rules, bylaw, policy or expenditures it is best to connect with a Board member. Placing it on a Facebook page may not provide you with the correct information and only then adds to the confusion.

You can contact any Board member. Their contact information is located on the Board roster on the westburyhoai.com website. A board member will reply to your email within 72 hours. Another option is to leave a comment in the comment section below that is only seen by the Web/admin and the Board president. Leave your contact information and a Board member will respond within the 72 hour time frame. Hope this helps
