The next Regular Board meeting is tentatively scheduled for September 28, 2023
~ The annual meeting took place as scheduled however it was a rough start with achieving a quorum. Being outdoors with rainy weather did not help matters. Calls were placed to remind members about the meeting and the need for their attendance. Finally, a quorum was achieved and the meeting was called to order.
~ A short regular Board meeting kicked off the meeting to address some monthly co-op business.
~ The Annual meeting began with the President presenting a progress report for the 2022/23 fiscal year.
~ The annual proposed budget that was provided in the packets mailed to the membership was presented by our CDI/ROC USA Technical advisor. A handout was given at sign-in with a breakdown per item for the lot fee increase. The budget was passed by a majority vote of the members. The lot rent increase notice has been sent to all residents and the increase will begin on November 1, 2023
~ The 2 Community rule amendments proposed on the ballot to strengthen the language surrounding attorney fees and rules regarding ESA animals and pets were passed by the majority vote of the members. The amended set of Community rules has been updated and placed on the website in the document section.
~ The motion to approve the Board having the authority to transfer the Westbury Park water system (aka Westbury Homeowners Assoc. Inc.) pursuant to the Village of Westbury being formally formed as per 24 VSA 1301 was passed by the majority vote of the members.
~ The elections for the 5 open positions for a 2-year term were selected by a majority of the member

~ Paving repairs were done on the 7 areas that were affected by work performed on either water, wastewater, or electric where the road or driveway needed to be cut to assess the infrastructure.
~ The priority Leach Field replacements are still waiting on the permits.
~ The Westbury Village Project completed gathering petition signatures from Westbury registered voters on August 21, 23. After tallying the signatures and achieving the majority needed as stated in 24 VSA 1301, the Village Project Team Leader attended the Selectboard meeting on August 22, 2023 presenting the Town Manager with over 200 signed petitions in Citizens to Be Heard. The Village Project Team Leader requested to be placed on the September 26, 2023, agenda so the Town can warn, vote, and approve the creation of the village. It is now up to the Town to perform its administrative responsibilities pursuant to the Vermont Statute below.

(Cite as: 24 V.S.A. § 1301)§ 1301. Establishment of villages
Upon a petition of a majority of the voters in town meeting residing in a village containing 30 or more houses, the selectboard shall establish the bounds of such village and cause a description thereof, by its name and bounds, to be recorded in the office of the town clerk and posted in two or more public places in such village. The residents in such village shall thereupon become a body politic and corporate with the powers incident to a public corporation, be known by the name given in such description, by that name may sue and be sued, and hold and convey real and personal estate for the use of the corporation.
~ The last day the pool will be open is September 5, 2023. Scheduled nite swims were not possible this year due to the rainy weather.
~ The maintenance committee filled a good amount of potholes when the weather cooperated and manpower was available.
